APPROVAL OF MINUTES:  A motion for the minutes of the last meeting to be approved as read made by Behrman

Water -  Four water leaks, Two meters froze up and broke, Chemical Feed pump went out and replaced, Water
tower paint is chipping off.

•        House demolition update:  Lead, windows, asbestos all out.  Ready to come down

•        County Commissioners Railroad Action Committee starting back up.  Jeff Brubaker will serve on committee.
•        Council President:  Scheele made motion to nominate Mike Prigge for Council President, 2nd by Gerken.  All
Ayes.
•        Emergency District:  Enter contract with them suggested.  Motion made by Scheele and 2nd by Smith.  All
Ayes.
•        2014 Payments and setting up funds by Fiscal Officer is allowed with a motion made by Gerken 2nd by
Prigge.  All Ayes.
•        Coverage of Trees explained by Conrad Beck.
•        Coverage of Insurance Policy discussed with Conrad Beck.
•        Ordinance of snow removal needs to be reviewed.
•        CIC membership of $100.00 to join.  Motion made by Scheele and 2nd by Smith to join and become a

•        Safety issue in the community reported.  Stop signs and speeding in the Village are high concerns.
•        Road 8B Railroad bridge needs to be fixed.
•        Snow removal in Village downtown area will be cleaned out by Shawn Punches.  With the large amount of
more snow coming, what is in the area needs to be moved.
•        Mayor is looking into forming a Joint Economic District with Deshler, Malinta and the PHHS.
•        Street Paving:  Rob McCulley works with Henry County on jobs and money bids.
•        Northwest State & 4Co. Joint Vocational School declares February as Education m onth.  Friday, February 7,
2014.

Water
•        Water Tower will be looked at thru insurance Ohio Plan.
•        Four frozen pipes and 2 broken meters.
•        Cleaned snow from meters and possibly will put flags up around hydrants to mark them to see thru the snow.
•        MVP requests in by April 11.  If Council has any projects to turn in, they should be in too.  Resubmit meter
project.
•        Poggemeyer, Tom Bork, $32,000 CDBG money outstanding, waiting on answer. Moderate to low income
survey,  no answer on this yet,
•        Tom Stalter left Poggemeyer.  BPA will be looking into another firm to work with.  Sidewalk project should be
out for bid but isn’t yet.
Streets - Nothing to report.
Fiscal Officer - Fire Department 2012 expenses report was turned in with errors. Correction was sent to Marion
Township Deb Glore.
Old Business
•        Snow ordinance will be reviewed and discussed with Jim Rode.  Nothing decided.  May change or add to not
be able to park on streets during a certain amount of snow.
New Business
•        Darren Haas looking to be reimbursed for expenses.  He can be with receipts of expenses.
•        Discussed Mini bike, golf cart policy with Jim Rode.  Nothing decided.

Motion made by Gerken 2nd by Smith to move forward with a Joint Income Tax Economic District.  All Ayes.  Nays

•        Tree Ordinance discussed with Jim Rode.  Reviewed a plot map with ownership of trees and distance on
streets.  Jim will call Mr. Petro.  Jim believes all the trees are the property of the Village and perhaps can get
reimbursed for each tree during the storm and recover cost.  
•        Cowen & Hill house demolition awarded to Doug Gray.
•        Safety & Stop signs in the Village—Stop signs discussed as to how to catch people.  A ticket needs to be
written to whoever is running them no matter what.
•        Big THANK YOU to Herb Behrman and Charlie Schroeder for helping clean up snow in the Village and around
downtown area.
•        Patrick McColley can assist Village with the Street repaving project.

•        Reviewed the Parks and Rec documents/receipts.  All receipts are in order with the expenses.  Motion to
donate $750.00 to Baseball Park c/o Darren Haas made by Scheele and 2nd by Travis.  All Ayes.  Motion passed six

Old Business
•        Joint District with Deshler, Malinta, PHHS, Bartlow Township—met with Lawyer to draw out a plan for the
group.  A Lawyer from Perrysburg will help getting this group set up.
•        House demolition has begun by Doug Gray and needs hauled away with new fill dirt.
•        Street Lighting—Jon Scheele is working on getting some issues worked out with utility meters.
•        Trees—A follow up with Jim Rode on the plot map needs to happen.
New Business
•        Resolution 001-14 RESOLUTION TO AUTHORIZE AND DIRECT THE EXECUTION OF A PROFESSIONAL
ENGINEERING SERVICES CONTRACT FOR THE 2013 SIDEWALK REPLACEMENT PROJECT.  Motion made by
Gerken and 2nd by Prigge to pass Resolution.  All Ayes.  Nays None.  Motion passed six to nothing.
•        Safety Committee—Reveiwed the police log and the weekends need to be covered more with police hours.  
Radar gun was questioned if the calibration has been done recently.  Domestic Violence report not submitted since
October 2013.  Computer issues were the cause of not turning in report on time per Jim.  Jim was questioned if he is
logging in when he goes on duty. Jim reported that hours worked for plowing snow on the weekends was up and
patrolling was not within hours.  Evenings and weekends needs to be covered and was questioned.  The bikes,
golfcarts and trouble is usually on the weekends.  Jim will work and move his hours.
•        A quote from trash roll off companies needs to be done.  Not sure a big trash pick up will be done due to the
residents abusing the collection.
•        Fishing dock needs repainted.
•        Sign at R.R. track roof needs replaced & signs need to be repainted.

•        Water Tower paint damage:  Insurance says there will not be coverage.

•        CDBG—meters and streets did not get turned in by Poggemeyer. Not being charged for this.  LMI as well will
be a no charge to Village.
•        Pump that went out is being repaired/replaced.
Streets/Police
•        Patching Streets with cold patch.
•        OLEG Police system cannot get logged onto.  
•        Evening patrolling has not been set up yet.
Fiscal Officer
•        Big Trash Pickup for May—phoned for quotes from Berhman Rolloffs was $385 per 30yr bin. Plus $12.00 per
mattress plus a Wood County dumping fee.  Council decided not to have a collection due to large expense.
•        Audit update:  Being asked several questions never being asked before. Trying to help auditors to hurry audit
along.
•        Tax Admin:  Jim Rode did pick up computer and will start training Saturday.
•        Insurance/Trees:  Plot map is needed and I will get pictures printed of all trees.
•        Sidewalk Project:  I will pick up contract from J. Rode on Wednesday.
Old Business
•        Trees—Plot map needed and pictures will be printed.
•        Golf Cart—No new discussion.  Come prepared with rules to discuss.
•        House Demo—Dirt being hauled in.
•        Spring Clean up—Motion made by Smith and 2nd by Gerken to not hold a spring clean up this year due to
increased expenses and residents abusing the collection.  All Ayes.  Nays, none.  Motion passed six to nothing.
•        Signs at R.R.—PHHS Art class will be painting the signs.
New Business
•        Discussed some expenses for the park and who will be keeping up the baseball park.  No decisions made.
•        “Don’t Keep fish” sign at Reservoir:  Gerken will put tape over sign to allow for fishers to be able to keep fish.
•        Sign at Town Hall:  Motion made by Scheele and 2nd by Gerken to move the new sign to the south of town.  All
Ayes.  Nays, none.  Motion passed six to nothing.  Bricks will be moved to north and split with south side to make it
look good.
•        Village newsletter:  No burning, No spring clean-up, No loud music, Sewer/Water information will be passed out
as well.
•        Land Owned by Village:  6 Acres on Co Rd E is being acquired for purchase.  Discussed what needed to be
done, no decisions made.  All in agreement to sell as land is difficult to farm.
