APPROVAL OF BILLS:   A motion for the bills to be paid and approved as read made by Behrman and seconded by

Water
•        Water Tower damage/update.  Tower will be painted on the inside.
•        Shawn Punches will be leveling pot holes out in drive around building and water area then putting down stone.
•        Supply study/water line from Hamler to Deshler will go to Eng. firm Poggemeyer Design Group.  Water Board
would like to ask Council to pay for half of the study of $4450.00.  Gerken made a motion to pay for half, 2nd by
Travis.  All Ayes.  Nays none.  Motion passed six to nothing.
•        Sewers covers need to be looked at in several places, they are caving in.

Streets/Police
•        No report.  Not present

Fiscal Officer
•        Fresh Cut Lawn Service contract for mosquito spraying needs a decision.  Motion made by Smith and 2nd by
Prigge to spray for 2014 and use Fresh Cut Lawn Service.  All Ayes.  Nays none.  Motion passed six to nothing.

Old Business
•        Trees—Plot map needed and pictures printed.  Meet Wed @ 6 to start.
•        Golf Cart—No new discussion.  Come prepared with rules to discuss.
•        House Demo—Dirt being hauled in.
•        Southern District—work to start as bids were awarded.  Told Rode of work being done to be able to tax workers.
•        Sidewalk need to measure again and press forward.
•        Street repaving Jim Schwiebert will be working with Pat McColley.
•        Joint Econ. District will be working with Lawyer Paul Scaff.  A committee needs to be formed and gather/commit.  
Agreements done by May, public meetings, Legislation is changing laws soon.

New Business
•        Toledo Edison is painting poles to look better.
•        ODOT inspecting bridges at no cost.  Will move forward with working with them on two bridges in Village area. 8B
and Marion.
•        Executive Session to discuss Land and Personnel.  Motion made by Scheele and 2nd by Prigge.  All Ayes.  Nays

Water
•        EPA prints are approved.  June 25 bid openings at 11 a.m. Phase I water line for Belton Street to EMS Building.
•        Lift station pump ready to be built.
•        June 18 7p.m. issue II meeting.  Streets and radio reads are up for grants
•        High water usage for filling pools.

Streets/Police
•        Criminal Ordinances needs to go to Jim Rode.
•        Vacant lots will start to be mowed this week.

Fiscal Officer
•        Discussed the PERS issue.  Will remain the same for everyone.  Need to get a revised Ordinance for pay of
Council and BPA.

Old Business
•        Land on Rd. E.  David Ohlrich is not interested.
•        Utilities—Toledo Edison issue is put on hold w Palmer
•        South Ambulance—Moving dirt, done late February of 2015.
•        Sidewalk—bids out to 3 different contractors.  Due Friday.
•        Trees—Prigge, Brubaker and Chris Brubaker documented all the trees in the right of way.  Plot on map.  Motion
made by Prigge and 2nd by Travis to hire Herb Behrman to plot out trees on map for insurance company.  All Ayes,
Behrman Abstained.  Nays None.  Motion passed to five to none, one Abstained.
•        Monday, June 9, will be a special meeting at 7 p.m. to discuss the JED
•        Resolution needed to have ODOT pass inspections on two Bridges.  Motion made by Gerken 2nd by Behrman to
get a resolution in writing and get it passed.  

•        Washington Street extension to allow for access to Rod Miller property.  1st Ordinance 2014-003 Motion made by
Behrman and 2nd by Scheele to pass the first reading.  All Ayes.  Nays None.
•        CIC county planning—Mayor met with Glenn Grisdale today to discuss what Hamler has to offer.
•        Thursday is Business After Hours at Klines from 5 to 7.
•        Auditor is out as of today.


New Business
•        Hamler State Bank is being reconstructed inside and outside.  Motion made by Scheele 2nd by Prigge to
amend/change the zoning of 19.5,11.2” structure to curb for Bank to make proper changes.  See Resolution.  
Resolution No.  002-14.  All Ayes.   Nays None.  Motion passed six to nothing.
•        Travis was inquiring about the Police hours as to how the hours are split up from the past. Are they 20/20 or can
this change??
•        Parks and Rec port-a-jon $20.00 per week.

•        Zoning Variance requested for Mike Markel.  Motion made by Scheele and 2nd by Behrman to allow a zoning
variance at 530 4th Street to Mike Markel.  Motion passed six to nothing. Nays None.
•        Bid opening last Wed. $280 and $184  Vern Nagel was awarded work bid.
•        CDBG/Commissioners, McColley & Rettig met with grant awards going to the streets Marion Street and White
Street at $37,500.00  Motion made by Smith and 2nd by Prigge to pave Marion Street and White Street matching pay
of half of grant $37,500.00 for $18,750.00.

Streets/Police
•        Chad and Ryan Schwiebert discussed Memorial Baseball Field.  Requesting Power for scoreboard, wanting
permission to make field look good.  Motion made by Scheele and 2nd by Prigge to go ahead with ballfield plans to use
memorial money to make upgrades as they have funds for.  All Ayes.  Nays none.  Motion passed six to nothing.

Fiscal Officer
•        Audit Discussion.  Auditors say they just swept Hamler under the rug.  LGS was in for 4 free hours to get January
thru May 2012 completed.  They don’t have time to finish the reconciliations.  Look to another tax firm for help.  Needs
to be completed in 90 days or ask for extension.

Old Business
•        Sidewalk—zero bids received.
•        Municipal Building Roof.  Bid from Holgate Lumber Asphalt $8717.00 Metal $7890.00.  Will get more bids.

New Business
•        Rod & Pat Miller requesting loose branches at Marv Badens house be taken care of.  This was decided that it is
the home owners responsibility.
•        RR Crossings—Stop signs vs. yield signs.  Make the crossing exempt at 3 crossings.
•        ORDINANCE 2014-003   Washington Street extension to allow for access to Rod Miller property.  3rd Reading for
Ordinance 2014-003 Motion made by Behrman and 2nd by Travis to pass the Third reading.  All Ayes.  Nays None.
•        Streets Position:  Need to fill the vacancy of the Street position.  Ad to be placed in paper.

•        Zoning Variance requested for Fire Department Building close to the Alley & wall to building.  Motion made by
Scheele and 2nd by Gerken to allow a zoning variance at the new Fire Station on State Rt 18.  All Ayes.  Motion

•        Gas leak at Municipal Building.  There are two meters.  One belonging to Council and the other to BPA.  Capped
off meter/line.  Will need fixed before winter.
•        Catch basins will be replaced on St Rt. 109.  The basins will be homemade out of concrete.

•        Audit Discussion.  Jon Schamp is looking at the reconciliations.  

Old Business
•        Sidewalk—David Ohlrich turned in a bid of $16,725.16.  Motion made by Scheele and 2nd by Prigge to accept

New Business
•        Hubbard Street needs a speed limit sign of 35mph headed east to west.
•        Meeting at South Joint Ambulance District Wednesday night.
•        Tree Insurance issue was discussed.  Motion made by Gerken 2nd by Prigge to have Herb Behrman survey
Village streets to determine if we can get insurance adjustment of $50,000.00 from claim.  Herb’s price to complete
work will range from $3,000 to $3500.  Ayes, four. Behrman Abstained.  Nays None. Motion passed four to nothing.
•        Streets Position:  Need to fill the vacancy of the Street position.  Ad was placed in paper.
•        Records retention was discussed.
•        Petition for a 35 mph sign change of speed limit in front of New Ambulance and Fire Stations will be submitted by
Mayor.
•        Low Speed Vehicle Ordinance first reading passed.  ORIDNANCE 2014-004 PERMITTING AND REGULATING
THE OPERATION OF LOW SPEED VIHICLES ON VILLAGE STREETS.   Motion made by Prigge and 2nd by Gerken to

•        Roof Quote received from Jeff Meyer $12,920.00 will get 3 total quotes.
•        Parks:  Possibility of moving shelter house from back of Summer fest up front to where toys are.  
•        Plastic barrel in reservoir on east bank needs cleaned out along with big rocks that were set around it 2 yrs ago.
•        Street repaving:  Discussion from Tim on the use of our Permissive Tax fund currently showing monies available
to use.  We could submit a bill to the Engineers office to be reimbursed for the amount in that fund at that time.
Burming is not included in this project for 2015.
•        Sidewalk Project:  Starting beginning of September.
•        Next meeting is Labor Day.  Meeting will be cancelled.  F.O. will call NW Signal.
•        Halloween discussion:  Trunk or Treat along with the Country Fest at summerfest grounds would be a great idea.  
•        Low Speed Vehicle Ordinance Third and Final reading passed.  ORIDNANCE 2014-004 PERMITTING AND
REGULATING THE OPERATION OF LOW SPEED VEHICLES ON VILLAGE STREETS.   Motion made by Prigge and
